Obituary

Billy Romain Carver, 52, of Dallas Georgia, passed away unexpectedly Wednesday, December 15, 2021.

Billy was born January 2, 1969 in Duluth, Georgia. Also, proud retired veteran of The United States Navy from 1989 to 2009.

Billy is preceded in death by his parents, Carly Romain Carver (father from Georgia) and Shirley Woodall Robinson (mother from South Carolina). Billy grew up in Georgia & South Carolina. He attended West Oak High School in South Carolina.

At the age of 20, Billy enlisted in the US Navy. He valued this service highly and attained the rank of E-7/Chief Petty Officer. As part of Billy's service, he was stationed in Naval Hospital Beaufort, SC (July 1990-Mar 1992) USS Forrestal CV-59 Pensacola, FL (Apr 1992-Sept 1993), US Naval Academy, Annapolis, MD (Oct 1993-May 1996), Naval Hospital Guam Hagatna, GU (Mar 1997-Jan 2000), Naval Hospital, Great Lakes, IL (Feb 2000-Jan 2003), Mobile Security Squadron Seven, Detachment 71, GU (Jul 2003-2006), Naval School of Health Sciences San Diego, CA (Nov 2006-Mar2008), Naval Medical Center San Diego, CA (Mar 2008-Dec 2009). Billy served his first 13 years of his enlistment as a Corpsman as a field-doc with Fleet Marine Forces and in the hospital. Billy received decorations, medals, and badges such as Sea Service Deployment Ribbon, Service Deployment Ribbon, Defense Service Medal, South West Asia Service Medal, Iraq Campaign Service Medal, Kuwait Liberation (Saudi Arabia), Kuwait Liberation (Kuwait), The Joint Service Achievement Medal, Navy & Marine Corps Achievement Medal, Navy Good Conduct Medal (7), Navy Meritorious Unit Commendation Medal, Fleet Marine Force Ribbon, Army Achievement Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Humanitarian Service Medal, Rifle Marksmanship Medal, Pistol Marksmanship Medal. Billy served alongside Fleet Marine Forces during the heated battles of the Invasion of Iraq & Protection of the Kuwait Oil Platforms ensuring nothing & no one was compromised during the war.

After retiring from Active Duty status from the US Navy, Billy continued service as a civilian within the US Navy as a DOD contractor with the NSA Police Academy. Furthering his career, Billy was positioned and managed the overall anti-terrorism program as the Commanding Officers' Primary Advisor for Naval Security Forces of Naval Station Hampton Roads Virginia, Naval Medical Hospital Norfolk and Anti-Terrorism Officer for Navy Recruiting District Atlanta, covering Georgia, Alabama and parts of Florida covering the past 11.5 years.

Billy is survived by his wife of 22.5 years Kristie Hampton Carver, his two sons Christian & William, three daughters Emalea, Britney, Sydney and two fur-babies Lucky & Maggie, grandchildren  Emalea, Wyatt and Annabelle, brother James, sister Wanda, his Aunt Patricia, cousins,  nieces, nephews, many in-laws, and countless friends.    Billy loved his family more than life itself and was a dedicated patriot. He is loved by many and will missed for his kindness, generosity, guidance, honesty, wittiness, humor, and welcoming arms.

Funeral services will be held on Tuesday, December 28, 2021 at 12:00 Noon (CST)

at the South Pittsburg Cumberland Presbyterian Church,400 Elm Ave, South Pittsburg, TN. with Reverend David Tullock officiating and full military honors will be conducted at the church.

Visitation will be held on Tuesday, December 28, 2021 from 10:30 a.m. to 12:00 p.m. (CST) prior to the funeral service at the church
